Community Services and Facilities

Village Services

The services and facilities of the Village of Clinton are operated by a permanent work force of 11 employees working under the supervision of the village president. The village's main buildings include the village hall/library, located at 301 Cross Street; the village garage, located at 512 Front Street; and the wastewater treatment facility on Scot Drive in the Industrial Park. In addition, the village owns the American Legion Hall, the building which houses the Senior Citizen Center. The fire station/EMS building at 201 Mill Street is owned by the Clinton Fire Protection District.

Clinton Police Department

Clinton's active police department provides law enforcement services to the village of Clinton and answers emergency calls for police, ambulance, and water or electric utility service.

Staffed by four full-time officers (including the chief of police) and five part-time officers, the department's mission is to provide the basic services of law enforcement, crime investigation, patrol, and traffic supervision. In addition, the department offers a number of crime prevention programs.

Clinton Fire Protection District and Clinton EMS District

The Clinton Volunteer Fire Department and the Clinton Emergency Medical Services (EMS) Program both serve the village of Clinton and the townships of Bradford and Clinton. Both are governed by a board consisting of representatives from each of these units of government. The board determines the budget for both the fire department and EMS program and sets policies that govern the delivery of the services.

Fire suppression services are furnished by 30-35 volunteer fire fighters including a volunteer fire chief. Fire prevention and public education programs are also offered throughout the community by these volunteers. Basic life support emergency medical services are offered by 26 volunteer emergency medical technicians (EMTs). Currently two of the volunteer EMTs share the position of director of the EMS program.

Municipal Court

The Municipal Court meets at 7:00 p.m. on the third Thursday of the month at the village hall. The court handles traffic offenses and ordinance violations.

Village Clerk

The village clerk has three major responsibilities: maintaining all official village records, issuing municipal licenses, and administering elections. The polling place for all village residents is the village hall, located at 301 Cross Street. Voters with proper written identification (including proof of home address) may register there on the day of an election. In addition, the clerk can provide general information about the services of both the village and the county governments.

Building Inspection/Zoning Administration

The village board appoints a building inspector/zoning administrator. This individual is responsible for enforcing the village's construction standards code for new buildings and remodeling of existing buildings. Another responsibility is the issuance of all building permits for residential, commercial, and industrial buildings. Proposed changes in zoning are reviewed by this individual, with the village's Zoning Board of Appeals making the final decision on all zoning matters.

Public Works Department

The village's public works department is responsible for maintaining and plowing village streets, for maintaining village parks, for collecting brush, and for operating the wastewater treatment facility and recycling center. The village contracts with a private firm for residential and commercial refuse collection. The department can supply information about the schedule of these collections.
